The New York State Education Department’s Charter School Office oversees 97 schools throughout the state. David Frank, Executive Director of the CSO, says his staff has become overtly communicative and maintain a focus on outcomes by asking each of their schools how they are internally measuring student progress, particularly for at-risk students.
